. Launches Book on Nation-Building

Dr. Joel Okwuchukwu Oruche, has officially retired from the Federal Civil Service after over three decades of distinguished service, capping off his career with the presentation of a new book on Nigeria’s nation-building challenges.
Dr. Oruche, who served as Director of Information and Spokesperson at the Federal Ministry of Agriculture and Food Security, exited public service on July 29, 2025, upon reaching the statutory retirement age of 60. His journey in government communication began on January 30, 1992, spanning a remarkable 33 years across several Ministries, Departments, and Agencies (MDAs).
Known for his strategic innovations in public information management, Dr. Oruche made a lasting impact on government-media relations. At the Ecological Project Office, he pioneered the Pre-Project Sensitization Program, a conflict-prevention initiative that fostered dialogue among government stakeholders, contractors, and host communities. This effort helped reduce the abandonment of ecological intervention projects, thereby saving costs and improving community engagement.
During his tenure at the Ministry of Agriculture and Food Security, Dr. Oruche introduced the Annual Training Workshop for Agriculture Correspondents, designed to bridge the knowledge gap between journalists and technical experts in the sector. This platform fostered a deeper understanding of agricultural policy and improved the quality of media coverage.
In his farewell remarks at a valedictory gathering on Monday, July 28, Dr. Oruche expressed gratitude to reporters and correspondents who supported his work across multiple MDAs. He urged continued collaboration with the Ministry’s information department and pledged to maintain open lines of communication with former colleagues.
As part of activities marking both his retirement and his birthday, Dr. Oruche is set to launch a thought-provoking book titled “Where No One Is Oppressed: The Challenge of Nation-Building in Nigeria” on July 31 in Abuja. The work explores critical issues in Nigeria’s sociopolitical landscape and reflects his longstanding commitment to national development.
Dr. Oruche is widely regarded as a multi-disciplinary intellectual. A philosopher, educationist, journalist, and author, he leaves behind a legacy of 18 published books and a career defined by innovation, mentorship, and service. His departure marks the end of an era for the Ministry’s Information Department, which described him as an irreplaceable asset.
His colleagues praised him not only for his professionalism but also for his humility and dedication to uplifting the practice of public communication within government circles.
As he transitions into retirement, Dr. Oruche is expected to continue contributing to national discourse through writing, research, and thought leadership.
