NAFDAC Temporarily Suspends Sachet Alcohol Ban Until December 2025

The National Agency for Food and Drug Administration and Control (NAFDAC) has announced a temporary suspension of its ban on the production and sale of alcoholic beverages in sachets and small-volume PET bottles (under 200ml).

This measure, effective until December 31, 2025, is intended to provide a transitional period for manufacturers and distributors to adjust to the impending full enforcement of the ban.

Kenneth Azikiwe, Director of NAFDAC’s Federal Capital Territory Directorate, emphasized that the suspension is not a permanent reversal of the policy.

“There is a ministerial lifting on the ban of sachet alcohol, but it is only temporary and will be reviewed by December 31, 2025,” he stated. Azikiwe urged the public to disregard any misinformation suggesting a permanent removal of the restriction.

The temporary relief follows extensive discussions between NAFDAC and the House of Representatives, reflecting a response to current economic challenges. Philip Agbese, Deputy Spokesperson for the House, noted that the sales would continue until the economy recovers. “During the meeting, we all agreed that, at a certain point in history, it is essential to advance alongside our global counterparts. However, we also concurred with NAFDAC that there would be a temporary lifting of the ban until the economy recovers its strength,” he said.

The ban, initially agreed upon in 2018 by stakeholders including NAFDAC, the Federal Ministry of Health, and industry representatives, aimed to curb the accessibility of high-content alcohol to minors and reduce alcohol abuse. Despite the moratorium period ending in January 2024, enforcement faced resistance due to economic concerns and potential job losses in the beverage sector.

NAFDAC has reiterated its commitment to public health, emphasizing that the temporary suspension allows for continued stakeholder engagement and public sensitization. The agency has been conducting nationwide awareness campaigns and has cautioned distributors against selling alcohol to individuals under 18, a warning that is also required on all product labels.

It was disclosed that by the end of 2025, sachet and small bottle alcohol products (below 200ml) are expected to be completely phased out in accordance with NAFDAC’s enforcement plan. The agency noted that it will continue to work with industry stakeholders to ensure a smooth transition and adherence to regulatory standards.
